Stanley is a Senior Consultant who joined Egis in 2023 after his family relocated to the United Kingdom upon commissioning the new runway project at Hong Kong International Airport (HKIA), where he had been serving in various professional and regulatory roles for the CAA of Hong Kong (HKCAD) for over 17 years. His roles included design, integration, test and commission engineer, operation and maintenance engineer, Airport Collaborative Decision Making (CDM) lead, flight check instructor, safety manager, ATS/CNS regulator, nominated accident investigator, Unmanned Aircraft System (UAS) legislation, and the lead inspector of commercial small UAS operations, flight validation/calibration lead, as well as programme manager of new navaids and flight procedures (ILS, DVOR and DME, STAR/SID, PBN (RNAV/RNP), ICAO RECAT), enabling timely and efficient flight checks of runway, navigation, and tower facilities on the newly reclaimed land, leading to the successful opening of the new runway in July 2022.

Stanley has played pivotal roles among key airport and airspace stakeholders in facilitating changes in transitioning to full operations of new air traffic control centres and towers, as well as new ATM initiatives such as AIDC, ATN/AMHS, PBN, data warehouse, secured data communication and sharing of communication and surveillance infrastructure, A-CDM, RECAT, ASBU, and UAS/UTM in enhancing the safety and efficiency of the aviation community and the public.

Stanley has worked in collaboration with other States and administrations in various ICAO task forces and working groups on multiple aviation projects regionally and globally, such as ATS Interfacility Data Communication (AIDC), Aeronautical Telecommunication Network (ATN), and ATS Message Handling System (AMHS), and then Common Regional VPN (CRV), early implementation of regional ATFM and A-CDM, and supporting the early development of UAS/Remotely Piloted Aircraft Systems in the APAC region.

Prior to joining the aviation domain, Stanley worked as a mission-critical software engineer, system design and construction engineer in telecommunications, SCADA, electronic ticketing, payment, and various security systems infrastructure projects in the railway/highway industry of Hong Kong for over 10 years. He was one of the nominated consultants in the construction of the underground railway for the Shenzhen municipal government.

Stanley has also actively participated in mentoring young engineers and nurturing the interested public in railway and transport domains in both professional and volunteer capacities. He has served both local and international professional institutions and has been invited many times to deliver technical talks at various professional conferences and public seminars. He is a licensed paragliding and paramotor pilot, CASA-licensed, and UKCAA registered UAS pilot/operator, building and flying bespoke/COTS UAS.
