Founder and CEO
Dr. Ally Ying Liu is the founder and CEO of ARCGine Technologies. She leads the development of Beyond-Visual-Line-of-Sight (BVLOS) autonomous flight technology and has launched products such as the SafeSky® drone traffic management system, the DroneID® series RID trackers and receivers, the airborne autonomous flight Detect and Avoid (DAA), and the airborne millimeter-wave radar etc.
Ally is a member of the expert group of the UAV Service Supplier (USS) Special Working Group of the Civil Aviation Administration of China (CAAC), a formal member of the Global UTM Association (GUTMA) and its Chinese ambassador, and a member of the ICAO AAM study group. She participates the drafting of Chinese Mandatory National Standard – Specification for Civil Unmanned Aircraft System Operational Identification, and Civil Aviation Standards – Technical Requirements for Data Security of Civil Unmanned Aircraft air Navigation Service System.
With a comprehensive background in aviation and wireless communications, she served as R&D manager for Boeing Research & Technology in China, where she successfully implemented new technologies in the fields of ATM, Natural Language Processing, new materials and manufacturing, and sustainable aviation fuel. Since 2015, she has led R&D collaborations between Boeing and the Civil Aviation Administration of China Air Traffic Management Bureau (CAAC ATMB), Commercial Aircraft Corporation of China (COMAC), universities, and commercial companies. Prior to this, she led a team of engineers at Ansys, focusing on simulation algorithms in the fields of communications, navigation, and surveillance, and co-authored three academic books published by Science Press and other publishers. She holds an EMBA from the University of Maryland, College Park, a PhD in Antennas and Microwaves from Xidian University, a Master’s degree in Wireless Communications from Chalmers University of Technology, and a Bachelor’s degree in Communications Engineering from Huazhong University of Science and Technology.
