Senior Operations Officer
Mr. Anthony TSUI is a Senior Operations Officer at
the Civil Aviation Department (CAD) of Hong Kong,
China. He is responsible for coordinating operational
air traffic management (ATM) matters with aircraft
operators and the ICAO Regional Office, as well as
overseeing applications for UAS operations in the
Hong Kong FIR. Having served as an ATCO for 20
years, he occasionally performs operational duties as
an Area Control Supervisor and Watch Manager in
addition to his office responsibilities. Prior to his
current role, he spent a considerable amount of time
managing human resources and training for air traffic
control personnel.
Mr. TSUI has participated in various ATM
coordination meetings organized by the ICAO and
other international organizations. He is a key member
of CAD’s Airspace Review Task Force, which
undertakes the review of low-altitude airspace to
facilitate the development of a low-altitude economy.
By engaging in international forums, Mr. TSUI aspires
to strengthen connections with regional experts and
stakeholders, aiming to exchange best practices and
address challenges in the implementation of advanced
air mobility (AAM) with other CAAs and ANSPs.
