Hui Man Ho

Assistant Director-General

Mr. Hui Man-ho is a professional engineer currently serving as the Assistant Director-General of Civil Aviation (Air Traffic Management) of the Civil Aviation Department. He had been responsible for overseeing all the engineering projects and maintenance of the air traffic engineering systems in Hong Kong, China. He also spearheaded the testing, trials and application of advanced innovative technologies in air navigation. Since March 2025, Mr. Hui has moved to a new position, currently responsible for overseeing the safe and efficient operations of the air traffic management.
Mr. Hui actively participates in the affairs of the International Civil Aviation Organization (ICAO) Asia and Pacific Regions. Since 2016, he had been serving as the Co-
Chair of the Surveillance Implementation and Coordination Group (SURICG) of the ICAO Asia Pacific Regions for
more than 9 years. In June 2025, Mr. Hui was elected as the Chairperson of the Communications, Navigation and Surveillance (CNS) Sub-group of the ICAO Asia Pacific
Regions. He provided strong support to the CNS Sub-group through proactively taking part in various discussions and sharing experience of Hong Kong, China, with a view to fostering development of advanced CNS technologies and enhancing the competence in the Regions.
