Leo Jeoh

Founder and CEO

Leo is the founder of STATE Aviation, a consultancy building capabilities in aviation safety, technologies, and test engineering. Leo has extensive leadership experience in rotary-wing and unmanned aircraft systems design, operations, and maintenance and concurrently serves several ICAO working groups, regulatory bodies, standards-making organizations, and educational institutions as an advisor on matters related to Advanced Air Mobility policies, standards, operations, safety, and ecosystem development.
A former senior officer and rotary-wing flight test engineer in the Republic of Singapore Air Force, he later joined Airbus, where he held key leadership roles in support engineering, aviation safety, and design for helicopters in the Asia-Pacific region. He also led the Airbus’ Skyways Program and UTM Lab in pioneering urban and maritime UAS deliveries in Singapore.
Leo is a graduate of the Empire Test Pilots’ School in Rotary Wing Flight Test Engineering and holds a PhD in Engineering Product Design specializing in novel aircraft design, an M.Sc. in Materials Science and Engineering, and a B.Eng in Solid-State Engineering Physics.
