A highly experienced aviation leader with a career spanning 40+ years in civil and military aviation. Proven expertise in training and capacity development, international collaboration and standards setting, air traffic management and airspace policy.
Currently the Deputy Director (International Air Traffic Services Training, School of Air Traffic Services) in the Singapore Aviation Academy (SAA), the training arm of the Civil Aviation Authority of Singapore (CAAS). Brings a strategic view of current and future needs of aviation professionals, and introduces training programmes to build capability and develop capacity to meet the needs, particularly of developing States. A familiar figure in the aviation circles within Asia-Pacific, having engaged and collaborated with Directors-General and senior executives including at meetings of the Asia-Pacific Air Navigation Planning and Implementation Group (APANPIRG) and its key Sub-Groups, as well as at the Asia-Pacific Conference of Directors-General of Civil Aviation (DGCA Conference).
Elected by the Council of the International Civil Aviation Organization (ICAO) to the Air Navigation Commission (ANC) from Feb 2019 to Dec 2023. As a member of the ANC, reviewed Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services for adoption/ approval by the ICAO Council, in technical consultation with the aviation industry, labour groups and other non-governmental organisations.
Was the Deputy Director of Air Navigation Services Policy and Planning in the Civil Aviation Authority of Singapore (CAAS), prior to posting to ICAO. Served over 30 years in the Republic of Singapore Air Force, first as a military Air Traffic Control Officer (ATCO) before rising to command and staff roles.
