Enabling Higher Airspace Operations in the Asia-Pacific Region: Lessons from International Experience

The Asia Pacific region is preparing for a significant increase in Higher Airspace Operations (HAO)—those typically operating above flight level 500—including high-altitude platforms (HAPS), remotely piloted aircraft systems (RPAS), and advanced supersonic/hypersonic vehicles. These new entrants demand safe, efficient, and globally harmonized integration with existing ATM systems.

AirSpace Innovation LLC (ASI), an independent engineering and ATM consultancy based in the United States, has supported multiple FAA initatives to explore and mature Higher Airspace Traffic Management (HATM) integration concepts. We have also collaborated and built relationships with industry stakeholders and trade associations (e.g., HAPS Alliance). While ASI does not represent the FAA or the U.S. government, our work for the FAA and our engagements with industry, CANSO, and European stakeholders has provided us with valuable insights into the operational, regulatory, and technical challenges of integrating these operations into global airspaces. This presentation will share these lessons can be adapted to the unique needs of the APAC region.

This 50-minute session will cover:

  • Emerging APAC Needs: Why HAO integration is a strategic imperative for the region.

  • Lessons Learned from Global Efforts: Key insights on challenges and solutions from ASI’s support of FAA initiatives and our engagements with industry and other stakeholders. Includes discussion of cooperative operating practices, state operator considerations, safety frameworks, and cross-border coordination.

  • Key Enablers for APAC: Data-sharing, automation, ATC procedures, risk management, and civil-military coordination tailored to regional airspace structures.

  • Path to Implementation: A practical blueprint for APAC stakeholders, including phased adoption, testbed opportunities, and integration with existing ATM infrastructure.

  • Opportunities for Collaboration: How APAC ANSPs, regulators, and industry can accelerate HA/ETM readiness by leveraging proven approaches and partnering with technical experts.
