Trajectory-Based Operations (TBO) are being progressively implemented across ICAO regions, with Asia accelerating the transformation to meet the growing demand for air transportation. This global shift is set to culminate with the retirement of the FPL2012 format by 2035. By then, the legacy AFTN/AMHS communication systems will be replaced by SWIM—a foundational requirement for the adoption of the new XML-based flight plan format.
However, delays in establishing regional SWIM infrastructure pose significant risks to the timeline and cost of TBO implementation. This presentation explores the challenges associated with this transition, identifies key risks, and proposes mitigation strategies to support a successful and harmonized global rollout of TBO.
