Regional Vice President, North Asia
Dr. Xie Xingquan has been working in Chinese civil aviation and international aviation industry for more than
20 years. He held senior management positions in civil aviation authorities, research institutions and
international aviation organizations in China, Canada and Singapore. Dr. Xie is well recognized to manage and
lead the research and development of civil aviation policies and regulations, and actively promote the
development of international aviation standards and international aviation conventions. Dr. Xie has been
with IATA since 2011. Prior to his appointment as RVP IATA North Asia, he was the Association’s Assistant
General Counsel, based in Montreal, managing Asia Pacific and global legal and compliance issues.
Dr. Xie has broad experience and expertise in civil aviation regulation and governance in China and Asia
Pacific, air transport laws and regulations, regional bilateral and multilateral international aviation treaties
and conventions, as well as the business operation and management of international air transport
enterprises.
Dr. Xie graduated as a Doctor of Law from the Chinese Academy of Social Science, and additionally a L.L.M of
International Commercial Law from the Singapore Management University. He serves as arbitrator in several
international arbitration centers, and authored numerous academic papers and books on air transport
management and legal system.
