Director-General
Since joining the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan in 1994, Mr. YAMASHITA has been involved in transport administration for 30 years. He has wide range of experience of transport issues in Japan and especially in civil aviation among others. Since July 2025, as the Director General of Air Navigation Services Department, Japan Civil Aviation Bureau (JCAB), he works with colleagues to ensure the air traffic safety and to upgrade ANS in Japan.
As Director of the Air Navigation Services Planning Division (2018-2020), Mr. YAMASHITA was involved in the fundamental reorganization of domestic controlled airspace (division of vertical and horizontal airspace) in Japan, the expansion of Haneda Airport’s capacity through setting routes over the Tokyo city center, and discussions with ICAO on improving the safety and capacity of the Akala-Corridor.
Mr. YAMASHITA formulated visitor transportation plans and engaged in coordinating with operators to ensure transportation capacity as Director-General of the Transportation Bureau of the Japan Association for the 2025 World Exposition in 2023-2024. Additionally, as Deputy Vice-Minister for Cybersecurity and Information, International Policy Division, Minister’s Secretariat, MLIT in 2024-2025, he worked hard to strengthen the security of the network owned by the Mlit and formulated the Mlit’s DX Vision.
In 2004-2007, Mr. YAMASHITA worked for 3 years as a first secretary in charge of transport and tourism at Embassy of Japan in Republic of Korea, Ministry of Foreign Affairs.
He was educated at the University of Kyoto (BEc).
